Edward B. Foley is Professor of Law, the Moritz College of Law at the Ohio State University. While serving as State Solicitor of Ohio, I participated in the defense of the constitutionality of the Cleveland voucher program in the federal District Court and Court of Appeals. Having returned to the faculty at Ohio State, I am no longer involved in the litigation of the Cleveland voucher case, now pending in the United States Supreme Court. The views expressed herein are solely my own, in my individual capacity as a professor of law, and in no way are intended to speak on behalf of the State of Ohio.
