Abstract

In her article Tara K. Knott raised concerns about the professional integrity of independent evaluators when dealing as external evaluators for repeat contractors. She proposes several methods to consider in maintaining one's independence. Knott poses several questions regarding independent evaluators' professional obligations to contractors with whom they are doing repeat business. After some reflection, the dilemma she poses seems to disappear. Or, perhaps Knott asks the wrong questions. In this brief note flaws in her logic are pointed out, and another perspective based on several underlying assumptions about evaluation as research is presented.
