Abstract

This conceptual paper introduces WEBILD (We Build a Capacity Expansion and Funding Model), grounded in an epistemological constructionist framework requiring restructuring the current systems approach to funding community-based organizations (CBOs) and developing new systems in which equity-based grantmaking recognizes culturally required skills. Drawing on theories of Funds of Knowledge, centered on public and social responsibility and the depth and consistency of systematic exclusion, WeBild proposes how funding and resource allocation can operate. By systematically and methodically including experience and culturally wealth-based CBOs in equitable systems, practicing continuous quality improvement from both sides in distressed communities. This framework offers an apprenticeship/on-the-job training model, facilitating integration, coaching, and development of small CBOs into the larger service system.
