William E. Thro: B.A. (1986), Hanover College; M.A. (1988), the University of Melbourne; J.D. (1990), the University of Virginia. General Counsel of the University of Kentucky, former Solicitor General of Virginia, Chair of the Association of Public & Land Grant Universities Council on Legal Affairs, and past President of both the Education Law Association and the National Education Finance Academy. Mr. Thro, a Fellow of both the National Association of College and University Attorneys and the National Education Finance Academy, is the recipient of both Stetson University’s Kaplin Award for Higher Education Law & Policy Scholarship and the Education Law Association’s McGhehey Award for contributions to education law.
